The long walk to school: international education goals in historical perspective

This paper argues that efforts to achieve the Millennium Development Goals (MDGs) on school enrolments through changes to education policy and increased funding are unrealistic and misguided. The paper suggests that changes to education expenditures and policies, which focus on supply side factors, are actually less important in increasing school enrolments than economic development, which creates increased demand for education through increasing job opportunities and the returns from investment in education.The author recommends the creation of historically-grounded, country-specific education goals, and recognition of the broader economic and political environments which influence decisions regarding education.
